I still have some of the mp3 soundbytes and the vocal tone is pretty darn close. I'd hard to pin down a 100% identification based on a few songs, but cutting out the obvious choices (Perry, Chalfant, Jeremey, etc) and narrowing it down to demo singers, I'll call it for Gene Miller.

Beats me on where he is now. Another one of those LA-based demos singers in the late 80s and 90s like Free and James Christian (House of Lords). If you really want to find him, ask Andrew. He has connections to the area, and probably knows a mutual acquaintance from some point.

No, it's Miller.
I have an aquaintance who knows or was regularly in contact with Gene Miller in the 90's and Gene sent him a bunch of stuff back then that he sang on. This song was one of them.

If that is not Perry the guy sure has a great voice. Maybe this was 1987ish and they were trying out people to replace him ? The guy has a very close tonality to Perry and a nice clean upper range.. Or did...

nope, that's Gene Miller. Vocal tone is wrong for Chalfant, who's a bit more shrill on the higher notes. Miller is a bit rougher, or a bit more "hoarse" sounding at that high range (more like Perry circa ROR era). Chalfant is the opposite--rougher at lower ranges (though getting smoother as he ages), and clearer the higher he goes.

You can copy inflections and vocal style of another singer (especially singing something they covered), though I've never seen it done on original material because each singer will have slightly different influences. Copying vocal tone is just about impossible--that's the natural stuff specific to each singer on HOW they sound at each note based on vocal cords, lung capacity, chest cavity size, etc.
