Fact Check: Is Romney's tax rate really lower than yours?

President Obama's campaign, with a good dose of help from the media, is pushing a claim that millionaire Mitt Romney is taxed at a "lower rate" than someone making $50,000 a year.

The claim, though, is open to debate. It only holds up in a particular scenario in which both income and all payroll taxes are counted.

The president's campaign presumably is referring to Romney's release last week of his 2011 tax returns, which showed he paid an effective tax rate of 14.1 percent.

This revelation, as might be expected, fueled a wave of campaign stump speeches and videos. The latest was an Obama Web video blasting Romney's "strange take on tax fairness." It included clips of people accusing Romney of paying a lower rate than "average" Americans. An accompanying campaign email said: "Mitt Romney admitted he thinks it's fair that his $20 million income was taxed at a lower rate than someone making $50,000."

IRS data, though, shows that Romney's effective income tax rate -- that's what he pays as a percentage of his income once deductions and other benefits are factored in -- is actually far higher than what most Americans pay.

And it's certainly higher than what someone making $50,000 pays.

IRS data from 2010 shows someone making between $50,000 and $75,000 on average pays an effective rate of 7.8 percent. Even someone making between $100,000 and $200,000 pays a 12.1 percent rate -- also lower than Romney's.

So what is the Obama campaign referring to? There are a couple possibilities.

The campaign likely is trying to make the point that Romney's income -- at least the huge chunk of it that is derived from investments -- is taxed at a 15 percent rate, while others who earn their money from a paycheck are taxed at marginal income rates going all the way up to 35 percent.

The latter percentage, though, comes down once deductions and exemptions are included. The Tax Foundation estimated in a report in January that Romney's rate in 2010 -- which was also about 14 percent -- was higher than what 97 percent of Americans pay.

The math works out better for the Obama campaign's claims if all payroll taxes are included in the formula.

Since Romney earns most his income from investments and not from a paycheck, he doesn't have to pay much toward Social Security and Medicare taxes. But if both the employee and employer share of those taxes are included, according to a Tax Policy Center chart, the middle tier of earners would be paying a 15.5 percent effective rate. (As pointed out in an earlier report by FactCheck.org.)

That would be slightly higher than Romney's rate.

The Obama campaign, asked about its latest Web video, told FoxNews.com "you can't ignore the payroll tax" considering how big of a hit that is for most middle-class families.

The Obama campaign also referred FoxNews.com to Romney's comments to CBS' "60 Minutes.

In the interview, Romney was asked by reporter Scott Pelley whether Romney's rate is "fair to the guy who makes $50,000 and paid a higher rate than you did?"

Without disputing that claim, Romney said it was fair and explained: "It is a low rate. And one of the reasons why the capital gains tax rate is lower is because capital has already been taxed once at the corporate level, as high as 35 percent."

The claim by Pelley, though, made certain assumptions without explaining them.

Obama used Pelley's phrasing to repeat the claim Monday on ABC's "The View."

"Yesterday Governor Romney on 60 Minutes said -- was asked does he think it is fair that he pays a lower tax rate than somebody that's making $50,000 a year, and he said yes," Obama said.

As the Media Research Center pointed out, an ABC reporter also claimed that Romney's 14.1 percent rate was "lower" than that of an auto mechanic making $75,000.

While Romney may or may not pay less than the average middle-class earner -- depending on how one defines middle class and how one defines tax rate -- one thing is clear: Romney does pay at a lower rate than the typical wealthy person.

IRS data for 2010 showed those making between $1 million and $10 million typically paid at an effective tax rate of more than 25 percent.

Thanks for sharing! Here's a few comments from others:

If Romney hadn't paid less than he was required, he would have been shown to be the complete hypocrite he is. Yeah, I'll cry dry tears for him and his 13.6% or 14.1% tax rate while I pay nearly 25% every year. He told people he never paid less than 13%, and if he had taken ALL of his deductions - this year he would have... But no - this isn't a stunt to get the seat in the whitehouse, it's surely the altruism of the rich caring so much for those with less.

Donations = Tax Shelters for the Rich, sure they're "good" marks on your political resume, but do you truly in your heart think he did it for altruistic reasons? Really?

I, a humble independent, donate a LOT of money and time to numerous charitable foundations every year, but since I don't make 17M a year on investments (read: Not lifting a finger and working for it) the hard work and helping hand I use doesn't take anywhere near as much of a bite out of my taxes as it does for someone who has to now humbly subsist on the other 11M he made without lifting a finger. Or excuse me, 9.5M after coughing up 4M for charity and paying his "fair share" at a 14% tax rate.

No .. I don't think Rep's are clueless - just tuned into the wrong broadcast and tuned out of reality.

Ok, so Romney "donated" 4 million to "charity". It was 2.25 million to HIS CHURCH and the rest was to a FAMILY TRUST FUND! Where is the real charity at? Don't see any Red Cross or Disaster Relief funds in his list!!!

Don't worry he will be able to take those deductions retroactively and bring his tax rate down closer to 12% or lower. Remember his $70,000 tax deduction for his wife's horse is more than most of us make in a year!

Obama Expands Leads in Florida, Ohio and Pa.

President Obama has expanded his lead over Mitt Romney in three key states, garnering over 50 percent of the support from likely voters in a trio of Quinnipiac University/CBS News/New York Times polls released Wednesday.

Respondents in Florida, Ohio and Pennsylvania also say Obama is better equipped than his opponent to handle the economy -- a noted shift in this race. But they are split over which candidate would better manage the budget deficit, and there is a significant gender gap in all three states.

The closest race of the three appears to be in Florida, where Obama leads Romney by 53 percent to 44 percent. The GOP nominee edges the president there among independent voters, 49 percent to 46 percent. Obama leads among women voters by nine points, while men favor Romney by three points. Obama leads among Hispanic voters -- who make up a substantial part of the electorate there -- by 14 points. Florida also has a sizable senior population, and Medicare has become a key issue in this race in light of Paul Ryan’s House budget plan to alter entitlement programs. Obama leads among voters 55 and older by eight points. By a 10-point margin, these voters say Obama would do a better job on Medicare. By a 48 percent to 46 percent margin, voters say Romney would do a better job handling the budget deficit.

Florida, with its 29 electoral votes and diverse electorate, is a valuable prize for the presidential candidates. But both men have their sights set this week on Ohio, a state that no Republican has won the presidency without carrying and where Obama and Romney campaign events will overlap on Wednesday. The president holds a 10-point lead there, attracting 53 percent of the support. Independent voters are split: 47 percent back Romney while 46 percent support Obama. The president holds a 25-point lead over Romney among women voters, while men back the GOP nominee by eight points. Romney edges Obama among white voters by three points. Obama leads by eight points among voters 55 and older -- who, by a 13-point margin, say the president would do a better job on Medicare. By a three-point margin, voters say Romney would better handle the budget deficit.

Meanwhile, Obama holds the largest lead in Pennsylvania, garnering 54 percent to Romney’s 42 percent. (These numbers mirror those reported in August.) Independents are split, 48 percent to 48 percent. Obama leads among women by 21 points. Men are split: 49 percent back Romney while 48 percent back Obama. Voters over 55 support Obama, 50 percent to 46 percent, and say the president would do a better job on Medicare than his opponent, 52 percent to 43 percent. Voters say Romney would do better on the budget deficit, 48 percent to 45 percent.

The polls come just one week before the candidates meet in Denver for their first pre-election debate. Peter Brown, assistant director of the Quinnipiac University Polling Institute, said that Romney’s controversial remarks released last week -- that “47 percent” of Americans are dependent on government -- are a “major factor” in Obama’s widened leads in the three states surveyed. “The debates may be Romney's best chance to reverse the trend in his favor,” Brown said in a statement.

Meanwhile, U.S. Senate Democrats are defending their seats in all three places, and these contests mirror the presidential race. In Florida, Democratic Sen. Bill Nelson leads Republican Rep. Connie Mack, 53 percent to 39 percent. In Ohio, Democratic Sen. Sherrod Brown leads Republican state Treasurer Josh Mandel, 50 percent to 40 percent. The Pennsylvania race, though, has tightened: Democratic Sen. Bob Casey leads Republican businessman Tom Smith, 49 percent to 43 percent.

The poll surveyed 1,196 likely voters in Florida, 1,162 likely voters in Ohio and 1,180 likely voters in Pennsylvania from Sept. 18-24. The margin of error for the Florida poll is plus or minus 2.8 percentage points; for the Ohio and Pennsylvania polls it is plus or minus 2.9 percentage points.

RWF and LieFinder, your precious Tea Party is to blame for the GOP losing this election - and, based on projections, it's safe to say the Senate will remain in Democratic hands by at least two seats.

I think it's pretty much over now. Obama has a 153-vote lead in the electoral college the way things stand right now.

The ironic thing is, Romney always governed from a centrist position - slightly to the left on social issues, and moderately conservative fiscally. Like it or not, that's where a majority of the population aligns itself - and if Romney had been straightforward from day one, instead of pandering to the distant, far right, he would have been up by 10-15 points by now.

You can hang on to "2010 elections" all you want. You can claim all these polls being wrong ( although we all know you totally wouldn't think the same if Romney was ahead in these polls). What are you gonna do when Romney loses in November ?! :);)

If...I said IF Obama wins, I will send you a case of Carlsberg, re-name this Thread to "Term Two", and for the next four years I'll be on his ass like white on rice.

Now...you? If Romney wins...what are you gonna do?

I'll get a case of your favorite beer and drive it down to your house and we will drink it together !

Is Carlsberg really all that great? I remember how popular that beer was in Hong Kong and all back in the late 80's.

No, he wouldn't. He would not have been nominated...and one of those other jokers would have been nominated instead. Maybe Gingrich. Regardless, the Republicans would be in this same situation. They can't win the Presidency until they modernize the party.

If you like full flavored beer ( Heineken, Grolsch , Beck ) then you'd enjoy Carlsberg !
If you mainly enjoy beers like bud light , coors light , miller light , then it's not the beer for you.

nah. sorta like yer GM "argument"... you know the one you lost..

and thanks for admitting yer just another shill for the left... but we already knew that..

You'd like someone to be obsessed with you... lmao... yer gonna have to post a bit more than just silly pictures to garner that kind of attention from me son... It's funny how you spam the thread with pics when you can't compete in the debate..

Now I feel like my stalker is double my age , with the "son" and "ya"
You don't prove nothing. Only thing you prove over and over again is the fact that no matter what I post you HAVE to read it .

And of you think a sig from someone like you will " put me in my place ", then you're the one who's full of yourself. I'll still post pics and I'll still spread dis-information and you'll still continue reading then and you'll still need to unclench :)

If you remember correctly this all started when you tried to gloat about a GM profit that doesn't exist, and since you absolutely could never admit to yourself you had no fucking idea what you were C&Ping about, you simply disappeared when you were proven wrong  Now your only recourse is to call me a "stalker"... that fits right in with you M.O. of disinformation... But hey, you believe whatever you make yourself believe..

And if one actualy looks at the thread pages.. anyone else who reads this thread can't help but reading what you post in this thread.. you've been the predominant poster for weeks.... even outposting FF, especially when he hands you your ass with facts... after which then you double down with pictures to hide your inability to actually debate any given topic.. But hey, you believe whatever you make yourself believe..

You also don't need any help from me to put you in your place.. you do that pretty well all by yourself.. But hey, you believe whatever you make yourself believe..

And of course you'll continue.. like I said its all ya got..

At this point all I'm doing is replying to you... Your turn... let's see if you'll respond... you know, like a stalker...

Cool, that'll be New York Giants weekend in Cincy, it'll be a blast. See ya then.

I bet your cheap as wouldn't drive all the way up here. You'd rather save a few bux and send it UPS ground :P

That stuff isn't even real beer. I call it Diet Beer.

I believe that's why they call it "light" Dave. "Taste great, less filling"

Except it doesn't taste GREAT. Most people who drink it , like it cause it doesn't taste like beer

Well I drink Nati-Light because I'm cheap. I hate pissing away good money.

So let me guess , you rather eat hot dogs instead of T-Bone steak cause you hate to shit away good money ?

Look on the bright side, if Romney wins, it won't cost you as much.

Oh but it will in the long run.

I guess if you factor in the drive over to FF's place to deliver the goods as you've indicated is part of the deal.

The $50 in gas ain't what I'd worry about. It's the RomneyTax I was referring too. Luckily , we won't have to worry about that though ;)

Food is a differnt matter, as you'll se when you get here. I keep a box of Omaha Steaks on hand at all times. You want Triple trimmed Sirloin or Bacon Wrapped Filet? (I recommend the TTS myself) They wrap the bacon arond those filets to keep them greased up for a reason.

Even thought it'll be cold out , I'll get the grill out and make you the best steak you ever had ! :)

Seriously I would, but I'm so damned coverd up with work and then the Grandson on weekends it's all I can do to get up to Home Depot on a Sat for some fertilizer or paint. Not to mention it's colder than hell up that way that time of year, might be a blizzard or sumpthing. Then you'd be stuck with me awhile.

I'll have you plow the drive way !
