True, people are afraid to help one another, wheter in trouble or not.
But, in this case wasn't he drunk too, like her? If he was, could be a different story?
But why should all people be held accountable for the actions of one.

Depends on the situation, but lawsuits set precidents for others. I think we have a nation of sue happy people. What would have happened if he had not helped her and she had just died a slow death? Not helping could be more dire.

But you should never move people who have had a neck or back injury, unless you have no choice. Anyone should thank their lucky stars someone tries to help them anymore. :(
