It not being in America, the authorities were probably new to the whole "throw the baby in the garbage" routine.

Attempted murder. Cut and dry... try her in Texas. Unless she is mentally retarded or severely insane (as in "I ate a coat hanger for dinner" crazy), I can't comprehend how she logically came to the conclusion that this was the best idea.
