Millions of fans around the world adore Steve Perry and supported him during their Heyday. Steve would not be financially where he is without all those fans. He would probably not be able to do whatever he wants today, without his fans having supported him all thru the years.
So it would seem appropriate that Steve come out and say what's happening. A simple "I'm retired and that's it" or "I will be releasing an album". So, on that level he disappointes me, as a fan.
I look at it like this...
* I bought and paid for their records, taped, and CD's
* I bought and paid for my concert tickets and shirts and enjoyed the show
I got what I paid for. Steve or Journey doesn't "owe" me anything else...
I think an analogy might be this:
Say every Sunday you go out for breakfast, to the same restaurant... you've done so for years... and you have the same waitress, you know her by name.... you get GREAT service... she's been the waitress during that most important breakfast period of your life (

). But one day, she's suddenly gone, and someone has replaced her.... now 20 years go buy... and you run into that waitress IN the restaurant, but she's not serving, she's eating...
...do you expect her to get up and start serving you again?
