Before any panties get in a bunch, we know that this only my OPINION.
To Australia and a bunch of places outside the US, they know Farnham as the voice, he is actually addressed by that moniker. Those people would be the ones saying "Steve who, Journey what?"
Well, if you took a poll and left off Australia and the U.S., I'd bet you anything that Perry is more known and more popular. If only for Japan, where SP is a God.

Look, I love SP's voice, it's what reconnected me with music in a bad period of my life, but John Farnham is also a great singer, on par with SP, and internationally is exceptionally well known. Journey, I hate to say it, outside of North America just isn't that well known, and neither is SP. Unless you were into 'hair rock' in the 80s, if you live in Europe, Asia, Australia and Africa, you won't know who the hell he is. John Farnham, internationally, is better known. I was surprised by how many people knew about him in the UK, France, Germany, Thailand, Indonesia and Sri Lanka, and I've met recent African refugees here in Australia whose knowledge of Aussie popular music is based on the 'Whispering Jack' album, which they all seem to know. I'm not saying he's a better singer (stylistically they are very different, and it would be apples-and-oranges, although I would LOVE to hear a duet between them) but in terms of who is better known world wide, I'd say JF has the edge.
It's all a bit irrelevent really; they were calling Frank Sinatra 'The Voice' back in the fifties, and Enrico Caruso had the same title in Edwardian times.
(Oh, and just to annoy Madsplash, because that's what I do - John Farnham has had a fucking HUGE following in Japan since the early 70s.)
Why treat life as a journey to the grave with the intention of arriving in an attractive & well-preserved body? Get there by skidding in sideways, a glass of wine in one hand, chocolate in the other, body totally worn out, screaming WOOHOO! What a ride!
