A couple of points here. First and foremost, the fact that Journey isn't taken seriously in the music industry in 2007 has nothing at all to do with their selection or non-selection to the Rock and Roll HOF. If (and it's a big if) Journey were to be inducted into the HOF, it would be attributable to the Perry era, period, end of story!
As far as Perry being inducted into the HOF on his own...That will NEVER happen, nor should it! I am the most ardent Perry fan on the planet. That said, Perry's fame came while fronting Journey, and if he were to be recognized, it should be as the frontman of Journey. I think Perry has the most recognizable voice I've ever heard and believe he would have been a success on his own, without Journey. I truly believe the man was that talented. That said, it still doesn't change the fact that Perry is Perry because of his years with Journey, and that is how he should be recognized!
I think the larger issue is that if you look at the inductees in the Rock and Roll HOF, there are no bands like Journey who are members. I think that is the real obstacle Journey is up against! Bands like Journey simply aren't taken seriously by such groups, and until it changes, they will remain on the outside, looking in!

p.s. If the unthinkable were to ever happen (i.e. them getting in), I would be stunned if Perry got up and performed with the band. The bad blood between these guys is still there, after all these years. I truly believe Perry would be foolish to ever perform with Journey again. His body of work speaks for itself, and he has absolutely NOTHING to gain by ever performing with Journey again. I think Perry is smart enough to be cognizant of what his legacy is, and simply wouldn't want to do anything to taint what he has done in his career!
