I showed this clip to a friend (and Journey fan) and she said, he's lip synching to Perry's vocals.
She said, look how he's covering his mouth with the mike and his hands. She doesn't cruise this forum so knew nothing about AP so yeah, lots of people are hearing SP in his Journey covers.

Yeah, I guess I just don't get it dude. But you know what? When someone doesn't hear Steve Perry for a while, and they then hear a cover of a Journey song, their first response is to say "he sounds like Steve Perry". Doesn't make it so. I seem to recall reviews of JSS Journey fronted concerts saying the same thing about Soto sounding like Steve Perry too. Again, doesn't make it true.
Guess it's in the ear of the beholder, huh? Seems to me most beholders are deaf! lol...
By the way, just saw it was YOU who said this guy has the same range and power of Perry, LMFAO!!!! Seriously, go listen to side by side live version of these songs by Perry and Arnel. If you don't hear a difference, well, I don't know what to tell you. I'll just take your opinion (which you're entitled to) with a bucket of salt.
Cheers-
Given, not what Perry could do on his first 3 Journey albums but stronger than SP's on RoR. Listen to Perry on "Suzanne", raspy as all get out.
I guess I should ammend it to mean the range of the Escape and Frontiers era. None of the clips show him singing the early stuff.
I hear a difference 'cause I've listened to Journey for years. I still say Arnel is one of the closest to Perry's voice I've ever heard (Jason Kelty more for the early albums).
Remember, we're comparing Youtube video sound quality to studio recordings. I'm amazed what comes through from Arnel.
