OT: iTunes question

So I'm scanning iTunes the other day and I come across "The Firm" (80's supergroup collaboration between Paul Rodgers and Jimmy Page) and I notice the album's only offered as a "Partial". That is, not all the tracks are available for purchase. I read some pissed off user comments aimed at Apple for this practice. Apparently, it's pretty common place.
Does anyone know why they do this? Is it a licensing thing?

Yup. Licensing would be it. Record companies are major idiots. No wonder sales are down.
