I read the budget. So much of it is commitments since the 1930's. It is many Congresses appealing to the masses to get votes. Who could see back then that SS is a pyramid scheme because of people living longer and birth control and abortions causing a population decline. There has been deficits for years. What you should be really be concerned about is the national debt which is the accumulation of deficits. The President proposes and the Congress funds or they fight it out.
