It's all good and well quoting other peoples advise form the internet. This is where I have to question this. Are people singers, do they know how the voice actually works by demonstrating, (sometimes people may sound like they are singing low, where in fact they are actually singing high) singers will know this. As far as I am concerned unless people are good singers and fully understand the voice by actually learning, I don't see how anyone is qualified in having an answer, weather JSS is out of range or not. As a singer myself, I can't tell - I can't, and because JSS is superior to me IMO, and personally I don't think Message Of Love is a hard song to sing. Perry sang this song at the end of his career, and it was written for his voice at the time IMO.
It also doesn't help the fact people are trying to sing it like Steve Perry, and they simply cannot do it (that could be a contributing factor to why people end up losing their voice in the end)

Back on topic, though, Soto's not a tenor. Perry is. Augeri is. Arnel is. So to imply that JSS and Arnel have comparable or exact ranges is pretty stupid. For the record, even if they were all tenors, it still doesn't mean that their ranges are comparable. Arnel's range seems to exceed Augeri's and Perry (in his prime) exceeded them both by a considerable amount.
