No, they're probably not. A Perry-less Journey never will be. (unless Lep suffers a severe decline for some reason)
I'd say Journey with Perry would even surpass Leppard. Arnel is not a game changer like Perry. Not in the US at least.
(I know about the "sales" of Revelations. 2 cds plus a dvd for $8 or whatever it was...not at all impressive)

I think it depends on if one of them does a Hindu version of progressive music. The one that does will alienate a large portion of their own audience. The one that releases a true rock album will sell.
