Additional note- I already have ILAA for the concert the day before and it is probably front row dead center, so I will have already had the best seat in the house once for this tour (other than back stage)

I was in New Jersey for work a few years ago, during the Revelations tour, and Journey and Heart happened to be playing.
After work I drove to the venue, and ended up getting a ticket in the front row for face value,during Heart, I was DIRECTLY IN FRONT of the lovely Nancy Wilson!!!
My guess is that the band released either comp or ILAA tickets that were not being used.
It's kind of a roll of the dice, but you stand a better chance getting a CHOICE seat, if you are buying a single ticket. Since most tickets are purchased in blocks, there are usually a few single seats in various rows, usually close to the front.
At least that has been my experience.
