It was, and all types of dance music. It's the sampling machine that need to be destroyed not the drum break. From the clip the drum break sound very cool in the context of the original song.

Not hip hop. As a long time drummer I am very familiar with the story of this beat. When sped up it was the foundation for fast techno mainly.

Edit..

No I was wrong. It was hip-hop that adapted it 1st.
