And at the very least, as decent human beings and good samaritans, they could have taken a look at her and assessed the situation and put a rush in for help by relaying info. What if she needed mouth to mouth, which even many laypersons can do, if trained, not just EMTS? What, they didn't care enough to check? Even Tom Cruise stops by the side of the road to help people.
