Most likely a terrorist act. The Norwegian Prime Minister was harmed.

Where does it say the PM was harmed? All I read is that he is safe.

The killer was the ONLY person on the island (that's mostly forest) in a police uniform during the 1.5 hour long massacre - and YES, Norwegian police officers are armed.

HE first commanded people (as a police officer) to take cover, then lured them out one by one & shot them.

He surrended himself immediately when the police finally arrived.
