I disagree. If the quality is there, a Journey album could chart again (in at least some of the charts).

No, they won't chart. At least not on Billboard or R&R.
Look at Cain's solo album, his label hyped it up as being Number One for ever... and that's on the FMQB charts... aka, no man's land. No one remotely relevant in music even considers that chart.
