Mine have not gone down and my Aunts budget is doubled and that's every month of the year.

I heat with natural gas and the gas co. said that the prices are up from last year. I guess that the 50% didn't apply to natural gas users.

Well, I guess crude oil is still $175 a barrel in your world. Maybe you guys had a 70 degree winter last year? All I can really comment on is heating oil (which most of the homes in the northeast use) and propane. The price of heating oil last season in the northeast averaged about $4.00 a gallon. The cash price for that same gallon of heating oil yesterday was $2.08. Obviously the temperature factors into it as well, but I can't say that our winters really vary that much from year to year, around these parts.

Now this is an idea worth exploring! Hot spots won't be a problem - I have to wear suit jackets so I've got coverage. :D
