You are completely right. The photo itself shows nothing at all, but the intent is 100% obvious -- photos like this are designed to start whetting the appetites of the viewer to wanting more. That's exactly what "provocative" means -- it provokes you into something... As a secondary motive, they are grooming the young celebrity to begin becoming comfortable with sexuality and nudity. It happens to almost all of them, and like clockwork, too. Very calculated.
So to me, the fact that anyone would take these kinds of pictures of a 15-year old, with this obvious intent, is just plain wrong, wrong, wrong, and exploitative.
