What is unconstitutional about promoting civic participation?
We don't know if Obama's talking about a para-military force or what - could just be another Civilian Conservation Corps, Peace Corps, or AmeriCorps etc.
When Obama went along with Bush's wiretapping, a real deprivement of civil liberties, "the left" was in an uproar and rightfully so.

The CCCorps, was one of the best things that happened to this country.
