How about this. If I get behind in my Child Support - they flag my Tax Return and take it out of my return. How about NOT making it mandatory for people to have health coverage, but instead, if a person racks up a hospital bill - allow them sufficient time to pay the bill(say a few months). If it isn't paid back by then...hit them with an Income Tax offset....and in the case of someone who doesn't work, or has no income. Make them do community service for the bubble.
