It is Mulder's encounter with Dr. They that explains our era so well, IMO. Dr. They...inventor of "Phoney Fake News". He is the manipulator of minds and can erase memory and replace it with some other memory...or can he? Does it matter. Not really, not even according to Dr. They. The "underlying truth" behind conspiracy theory doesn't matter. People are going to believe what they want to believe anyway. He is essentially telling Mulder that "his time has passed". "The truth is out there" is now irrelevant because nobody cares what the truth really is. Dr. They ends their meeting by saying, "Our current President once said something very profound. He said, 'Nobody really knows.'" Mulder asked, "To what was he referring?" Dr. They answers, "Does it matter?"
Those two scenes capture so well the world of today....the comic buffoonery that is now the Presidency. And, the absolute irrelevancy of a factual world when nobody really cares what the facts truly are.

Since the memo is based on actual evidence that the FBI admits is real but will not allow us to see, the memo itself can be taken as fact.
