It's not a stupid idea and it wouldn't tax one american citizen. WU and MG don't have to agree to shit. It's a tax. If they don't collect it, they can pay it themselves. Just like sales tax. There's plenty of ways to make Mexico pony up. Everify. It can be quite useful. And, you DO NOT have to include citizens.
You can't
tax a money transfer. They already charge a FEE to send it. Did you forget that? More importantly, did you buy your high school diploma at Spencer's?
