Both were outstanding singers from a technical standpoint.
Perry as a alter-tenor had a higher range of course, but we must remember that the songs he was singing were written to showcase that.
Elvis OTOH, was singing standards... and that is why many overlook his technically prowess.
Stylistically, both had their own way of phrasing that separated them from their peers at the time.
Elvis sang much more "in the pocket".. but remember he was singing mostly standards... Perry OTOH had to create his own pocket, since he co-wrote most of the songs he sand.. and this is where I think he separates himself from Elvis.
I'd give Perry the edge from a style standpoint.

Not to say he wasn't bad-ass and had some very decent years. I have this killer mix I listen to all the time that I put together with Elvis, Sinatra, and Dean Martin. All so good.
I guess the way I can put it is I can see Steve covering nearly any Elvis song, but I could not picture Elvis doing Mother Father.
