Yes microsoft was getting a fix to add to its malicious tools program.
but it could have gone undected and compromised the security of alot of computers.

Actually, I wouldn't try to remove that exe file, you'll screw your operating system up. Since this software runs in diagnostic mode, you won't be able to uninstall it using safe mode either.
