Boots are great as long as they are shared. Metallica built it's popularity for YEARS on bootlegs of their concert trading hands. Yet they took on Napster for doing the same thing. The difference is copyright infringements and profits...
I do not like live CDs, even Captured does little for me. But I love boots and have become addicted to them. In fact, I recently found a boot of a show I was actually AT...that is the coolest!

I got the East Troy show from '81 from Journeyrox, and in my opinion, it's better than Houston- it has several songs off of Evolution, and no Open Arms.

I've got a couple bootleg concerts that I like the set list better on than the Houston, but none of them have the sound quality of the Houston. I really like the ROR boots better than the Escape era though because they have more of my favorite songs.

Captured doesn't do much for me either. Correct me if I'm wrong but Journey rarely change the arrangements in concert...so I'd rather hear the original studio versions of the songs.
