Fluency is a matter of fact...not opinion. He is either fluent in English or he's not. He sounded like he was speaking English pretty well to me.

Someone's 'fluency in English' is not a matter of
fact. You can think he's fluent, whereas I can think he is not. I don't think there is a "standard" set for determining how fluent someone is. It's not a black & white situation. There are all different levels of fluency. So to tell someone that their opinion on how well Arnel uses the English language is 'erroneous' is, well... erroneous.
