I would assume it was him, if it was 1982. According to something I read, he replaced Glenn Shorrock as the lead vocalist in The Little River Band from 1981 to 1984. I just didn't think that particular clip showcased anything remotely remarkable about the guy's voice.

At the end of the day, it's always okay if you think anyone is better than Perry. Everyone is entitled to their opinion. As for the "he had more success" line...That's an entirely different issue. He very well may have had more success in your homeland of Australia, but I can assure you that he's not even close to Perry in the U.S., in terms of albums sold (and for the record, I'm referring to Perry with Journey). I also suspect that Steve Perry is probably a bit more well knowns than Farnham is, around these parts.
