The point isn't that he could or couldn't sign it, it's that it would make no sense for someone who isn't an American citizen to sign a letter to the US congress. he has no say, no representation, and no bounds to stick his nose into our politics. I would find it wrong for a non citizen to ask for representation in the US congress. Its a citizen only right... And that's why it makes perfect sense that his signature wouldn't be there. It has nothing to do with any "hired gun" bullshit...
