I think the Against the Wall tracks are a fairly good indication of where he was going. Perry was going for an updated Motown sound, both in songs and vocal phrasing. You could hear the start of it on Frontiers, and it was brought to the forefront from Street Talk, becoming more and more prevalent on ROR and the Against the Wall tracks.

You had me all the way up to the Against the Wall tracks. I agree there certainly appeared to be some sort of progression towards a more Motown/R&B sound/influence with Street Talk and ROR, but, IMHO those Against the Wall tracks were a hot mess. They were really neither here nor there. Having said that, I can understand Sony's reluctance and subsequent balking at releasing Against the Wall.
