At 3:13 in this video you can see Perry wearing that colored cloth. It's got grey, white and black lines in it (not exactly the flag colors).
It is draped over his right shoulder in the group shot.

Wow. I think you might be right again. I tried to look up on the internet whether the wrap is traditional clothing for Portuguese men,
and couldn't find anything. I did find out that the death of a parent is sometimes mourned for the rest of their life by wearing black.
In my area .... the "old country" Portuguese Women will wear only black for the rest of their life if their Husbands has passed away.
