Guys I have lived in both places. Dealt with a couple of earthquakes and over a half dozen major hurricanes. For me the choice is simple - LA is the better place to be.

Experienced the earthquakes and the hurricanes, but never a typhoon. But tornadoes, it just so happened that on my one and only trip to Kansas, the town did get hit by a tornado the first night we were there. I thought the hotel was going to split in two. The sounds of the roaring winds were terribly frightening. The next morning I saw very old, very large trees with trunks 4 feet in diameter just plucked out of the ground and tossed across the street like they were weeds.
