Jeff Lynne, ELO:

Can't Get It Out of My Head is just lovely, too.

They (ELO) aren't in the RHOF either; Wiki said they (ELO) have sold 100+ million records worldwide. WTF?!?

Ah man, now you got me wanting to go digging through my CDs so I can play "Evil Woman." .....& just when I was logging off to go to bed. If I put on "Evil Woman," that's gonna lead to "Livin Thing," which is gonna lead to the rest of the CD.

Jeff Lynne has a really pretty, clear voice; seems like a doll, too. I'm listening to a bunch of ELO now, too, Jason :) .

Seems like another guy that ages beautifully...

P.S. Some of the comments on this vid says it's a cover but I don't know--does it sound like a cover? It sounds like Jeff Lynne to me... ?

ELO Part 2 is a splinter group from ELO and created by the drummer Bev Bevan. Jeff had retired ELO and the only way Bev could continue the band was to give it that name. It lasted until 2000, when it was renamed The Orchestra after Lynne brought the ELO name back out of Retirement.
So to answer your question, that's not Jeff singing.

It's probably Eric Troyer. If not him, then Pete Haycock (formerly from the Climax Blues Band).
