According to the New York Post, who broke the story, the woman still filed a harassment report against Belzer.

SVU is the creepiest of them all. I think I watched an episode & a half & I couldn't take anymore of it. ok, I can paint this picture in my head. I'm sure that he was being silly. It said there was a line - so you figure he'd probably been waiting for awhile, so the lady comes up and asks if he needs help and he takes her shoulders and says it kind of like "yes I would LOVE that."
No, he shouldn't be touching someone he doesn't know, even if he's kidding around... but come on... does it really sound like any harm was meant?And clearly the police didn't think so either after seeing the tape and getting his statement.
But he's a star, so she probably sees a payday.

Rude. I hope you're joking. SVU is the only L&O I watch and I find it incredibly interesting, and usually chillingly acted. I SERIOUSLY DOUBT a legitimate portion of its viewers watch a crime drama to "whack off", especially considering half each episode is court proceedings and main character story arc. Most episodes do not have a perp gleefully describing the acts, and they never show anything happening. Police really do have to deal with cases like these and it's really fascinating to see how it affects the detectives on the show, probably as it does to real life detectives.
