Help! Growing A Maple in Metro-Manila

I need electrical expertise for a horticultural problem
Maybe someone on MR has such knowledge?

I've been caring for this silver maple (Acer saccharinum) seedling
which I brought in from Illinois last September. It's the only one
out of four that didn't vanish in the floods of October (7 ft. deep
inside the house), and it has doubled in size since then... but now
is beginning to show signs of stress.


Summer heat is REALLY on, and I tried to keep the soil and roots
cool, by using a DIY styropor chillbox with a TEC (Peltier) module,
both ends heatsinked with fans:




The fans and TEC module were powered (in parallel) via AC-DC
adapter, and it worked, cooling the chillbox interior, for all of 55
minutes, before the adapter MELTED.

The fans and TEC module still work, post testing with a 9v battery,
but I could really use help choosing a proper power source...
or confirming where I went wrong, lol... (I thought a 1A transformer
would cut it... argh).


The devices:
Heibei TES1-12703 (DC Vmax 15.4v; Imax 3A)

The failed power source was:

I know that this species isn't supposed to survive here in tropical
Philippines, but I really want to give it a shot.

Maybe you can Gerry Rig a laptop cooler in there. The heat should not really be bothering it though as these things grow in Florida also which is humid as hell.. If it's really struggling, keep it in water, not just moist soil but standing water I would think.

I don't think they grow in south florida though, where it's really hot. And honestly, we don't see a ton of maple trees here. Oak trees are much hardier and the planted tree of choice. Plus, I am not one for bringing plants to places where they are not indigenous. That has been done so much here in Florida we have all kinds of invasives to deal with. I think there is a reason things don't grow everywhere. A natural reason.

That is precisely why I chose a species that had virtually zero chance of surviving without my active support.
There is one species of Maple (Acer laurinum) indigenous to the Philippines, but it's borderline endangered
and thus nearly impossible hard to obtain, and frankly, it's not as pretty as what I'm trying to grow (lol).
