They gave him almost 2 years to decide what he was going to do, and when that time was up he was no closer to a decision. Probably because of the reasons you mentioned.
If I had to wager on the real reason he didn't come back, I would bet my house he hated Cain and Schon with a passion at that time. There has to be a story in there somewhere where personalities clashed big time...there just has to be. It's just Perry looks like the bad guy because he is the one who "left" or "doesn't sing for Journey anymore." The other two guys look like victims here, because they appear to have been "abandoned."
