He'll never do it, Dan. He doesn't have the confidence and he waited too long now. A few years ago he kept needing reassurence from the friends that he would air his attempts with and even tho they told him that he was still hot, he couldn't do it. Not wanting to do it is one thing but not having the confidence to do it is something all together different.

Steve Perry needs to think about coming back and singing for Journey, or simply stay retired. Journey's fan base, one that he helped build into a small army, is his safe haven. Fuck the critics, fuck the fear and fuck being downtuned 1 whole step or more. We won't care! I find it disheartening as a fan that he seems very much afraid to sing because of what the perception might be. Those critics never gave Journey any credit and the fans had faith and believed in the band, what they sang about and how they did it live.
I know the argument that "he is his own worst critic" is going to be the default response, and that's bullshit. Give your sack a good tug to make sure you still have balls, pop some Prozac, shake the Unipolar Depression and pick up a fucking mic. You fail 100% of the time you don't try, and that's what I see the last 15-17 years as ... utter failure. He has purported, on basically an annual basis, how hard this is, and how he thinks about it all the time and how this, that and the other thing are keeping him from singing. The only thing stopping Steve Perry is selfishness. He's too selfish to possibly flop, face the fact that his voice isn't what it used to be and to face critics. I get that, but some resolution is needed here. This guy is a fucking tortured soul and it's obvious in his interviews. Fuck, dude, fail and call it a day or go out with a bang, but quit torturing yourself and get some resolution and closure! A return to Journey is the only thing that I see bringing him the safe haven of faithful, longing fans and the resolution he needs. Do a song, a show or shows, a one-off or a series of FFUSS (Farewell From Uncle Steve Shows), and ride off into the sunset.

I would say that he had 3 eras of sound. Pre-Frontiers, Frontiers-ROR (my favorite) and post-ROR (degradation to the point of the inability to sing many songs).
