My point here isn't that Trump would force congress to do anything. They won't act on their own, regardless of whether Trump, Hilary, Obama, Bush, Reagan, or anyone else proposes something. It is completely against their interest to do it, unless something like BRAC gives them cover for doing so. Even then, I doubt that they would do it. Just hand the problem over to our grandkids.

I hear North Korea is chock full of tunnels set up for battle, MOABs are known to suck all life right out of tunnel systems. I believe they used the one today on an Afghani tunnel system.
