YES. There should be a federal gas tax to push the price of gas to the point where electric cars and far cheaper to drive. The profits from that tax should go directly to promoting advances in batteries for electric cars and Biden's plans for creating charging stations nationwide.
Gasoline powered vehicles should be viewed as old and dated technology.
As for electric and gas bills being higher, that's bullshit. More and more electricity is being generated by wind and solar power. Take the Bob Segar drive "east of Omaha" and see the countless windmill farms generating electricity. That is the future, not fossil fuels of any sort.
The article quoted above was written by a biased oil baron. What do you expect him to say, that oil, gas, and coal are a thing of the past? The guy made a fortune in the industry. He is a relic of the past that the country needs to move away from.
