Yes, he was a full partner in the band, and profited the same as Schon and Cain on the touring revenues, and got any songwriting royalties plus advances, etc from Sony for Arrival, but No...He wouldn't have had the same clout as Cain, who in turn doesn't have the same clout as Schon. Neal's got the ear of Journey management, and it's clear the band is his baby, despite any other full partnerships in touring revenue. When Steve A left Journey, it was necessary to "buy out" his share of the Journey partnership.
