He was a favorite of the Afghans because he promoted (at least publicly) a policy of making sure there are minimal civilian casualties.
Karzai liked him and wanted him to remain. As he's the President of that country, I think that his opinion should have carried weight here, especially if we are serious about getting out of there in the near future.
