I'm pretty sure you don't have to pay performance royalties on material you wrote, or even co-wrote.
He's talking about money from being a co - owner of the name "JOURNEY".
It is up to the publishing companies to police that end of the business, and most promoters pay a blanket fee that goes into a pool that is then disbursed. It operates in much the same way as broadcast royalties do.
Some one who is a small fish is very likely to never see a dime, despite having regional airplay simply because their 'plays" despite being significant to them, may never rise above the minimum set (by those that administer this huge pool of money) required to have money available.
I know of people who have received checks for pennies, less than a dollar, and even ZERO dollars and cents, simply because there is no way to pay someone less than a cent, yet it may be mathematically present within the hundreds and thousands of equations relative to the number of artists , songwriters, songs and "plays" , be it commercials, Radio bumpers, TV shows, or actual plays on radio.
This is why accountants and lawyers have better houses and health plans than musicians they "serve".
