Perry quit on his bandmates and the fact that he didn't tour from 1986 to 1998 (or since for that matter!) proves that. He fired himself by refusing to tour. When employees refuse to work you have to tell them they're fired because that's obviously what they want.
So you would have rolled over? Say there was a project at work you co-designed and were the public face of the project too. And you fell ill or lost motivation and got fired. Would you really just forfeit all claims of the work you've done when you were healthy and/or motivated? You'd just let your colleagues go ahead and take all the cash?

The Journey/Perry thing is probably less likely that the Cetera/Chicago thing as that seems more cut-off. Cetera sang on Bill Champlin's recent solo album, for example so it's not quite the same as not giving out a phone number as much as a case of "we've moved on, it's been twenty years". Plus, Cetera still sings live and records, whereas Perry doesn't really do either. Cetera doesn't quite sing as high as he once did, but still sounds similar (age vs. age+damage) and the Chicago catalog (while high) isn't as vocally punishing as the Journey catalog.
Still, why wait around for a reunion of any band? if they wanna do it, they'll do it. If they don't wanna, they won't.
