As you may or may not know, "Mandy" is a remake of a 1971 British single called "Brandy", written and recorded by Scott English. A sample of the record is on Barry's Box Set {The Complete Collection and Then Some...,1992}. It's an up-tempo R&B sounding song that was very popular in England for all of two seconds. During its rise up the British charts, a reporter called Mr. English, and asked him who the song was about. It was about 7:00 am, and Scott was still half asleep. Faced with this, it was decided that the song title would be changed to the similar-sounding "Mandy". Again, not after anyone in particular, it just rhymed with the original.
