The band itself doesn't determine if the song can be used. Their publishers, record company and songwriters (who might be in the band) determine that depending if it is exclusive or non exclusive.
Some musicians sign non exclusivity agreements with their record company when they start out just to get their songs noticed. I think that is what happened with this song as Journey still wasn't quite the household name yet in 1980. Steve and Neal still get songwriting royalies obviously but the song probably is pretty much Sony's poperty.
For anyone wondering why they wouldnt just use a re-record, Most music producers for movies dont even know about the re-records and just go to Sony automatically for requests to use Journey materials. Remember that the re-records were a Walmart exclusive, not available for customers outside of North America or as downloads on itunes or Amazon. Anyway, why pay Perry royalties for a version that he's not even singing on, just use the original. Most people would think it was him anyway and if they're interested in the song they'll go to Itunes which carries Sony's version only.
